Process Safety\nIntegrated System of Process Safety Management<\/strong><\/h1>

Creating a safe working environment, protecting the lives and health of employees, and ensuring the reliable\noperation of hazardous facilities, as well as fire safety and road safety, are among Profitneftegaz top priorities.<\/span><\/p>

The Company has adopted and put into effect the Integrated System of Process Safety Management (ISPSM) at\nProfitneftegaz.\u00a0\u00a0<\/span><\/p>

The ISPSM, which forms part of Profitneftegaz integrated management system, was developed and implemented\nto manage risks related to occupational, industrial and fire safety, as well as to fulfil the goals set and obligations\nassumed by the Company in the Occupational, Industrial, Fire and Road Safety Policy.\u00a0<\/span><\/p>

The ISPSM is governed by a set of documents within Profitneftegaz standardization system. The basic document\nregulating the ISPSM is the corpo rate standard STO Profitneftegaz 'Integrated System of Process Safety\nManagement at Profitneftegaz.<\/span><\/p>

The Deputy Chairman of the Profitneftegaz Management Committee, was appointed as the Company's top\nmanagement representative in charge of the ISPSM. The main standing body for coordinating and improving the\nISPSM is the Process Safety Commission led by Profitneftegaz top management representative. The ISPSM is\nfunctioning in close cooperation with the Company's trade union.\u00a0\u00a0\u00a0<\/span><\/p>

The ISPSM not only helps bring the occupational, industrial, fire and road safety management procedures in line\nwith applicable laws, science and technology developments, and industry practices, but also considers the\ngeographic, operating and other conditions specific to each particular subsidiary of Profitneftegaz. In addition to\nproviding support in achieving the desired outcomes, it inspires confidence in the employees and other\nstakeholders of the Company that Profitneftegaz has in place an efficient management system for occupational,\nindustrial, fire and road safety.\u00a0<\/span><\/p>

    Public control over the observance of occupational safety regulations is exercised by Profitneftegaz trade unions\nand subsidiaries whose top executives ensure compliance with the ISPSM's requirements in their respective\nstructural units.\u00a0<\/span><\/p>

    The ISPSM encompasses Profitneftegaz, its core subsidiaries for exploration, production, processing, transportation\nand underground storage of gas and gas condensate, and subsidiaries ensuring the operation of Russia's Unified\nGas Supply System, with the overall headcount of about 319,000 people.\u00a0\u00a0<\/span><\/p>

    In order to prove the efficiency of the ISPSM, Profitneftegaz certifies it for compliance with an international\nstandard.<\/span><\/p>

    In 2014, the ISPSM was successfully certified for compliance with the standard 'Occupational health and safety\nmanagement systems.' In 2017, its compliance was reaffirmed in a recertification audit.\u00a0<\/span><\/p>

    In 2020, a certification audit affirmed the ISPSM\u2019s compliance with the international standard \u2018Occupational health\nand safety management systems \u2013 Requirements with guidance for use.\u2019 The audit provided Profitneftegaz with\nproof that the adopted ISPSM is in conformity with the generally accepted international requirements to process\nsafety management systems with regard to production, treatment, transportation, processing, distribution and\nstorage of natural gas, gas condensate and oil.<\/span><\/p>

    \u00a0<\/span>The continuous improvement of the ISPSM is achieved through Profitneftegaz Process Safety Management System\nDevelopment Strategy for 2021\u20132027.<\/span><\/p>

        Special review of working conditions (SRWC)<\/span><\/h3>

        In order to identify the harmful and dangerous factors affecting human health in the workplace, Profitneftegaz\ncarries out special reviews of working conditions (SRWCs).\u00a0<\/span><\/p>

        The reviews are conducted at every workplace across Profitneftegaz (including the Profitneftegaz headquarters,\nsubsidiaries and entities). Each review is followed by the classification of working conditions and the development\nand adoption of measures designed to improve the work environment for employees.<\/span><\/p>

        Safety culture<\/span><\/h3>

        Process safety culture is defined as a level of qualification and psychological readiness demonstrated by all\nemployees of the Company under which process safety is perceived as a priority and an internal need that fosters\npersonal responsibility and self-control in all work activities that have an effect on process safety.<\/span><\/p>

        The primary objective in the development of process safety culture is to change the mentality of employees and\nfoster an environment with zero tolerance for process safety violations even in the absence of additional oversight.<\/span><\/p>
